About GIACC

The Global Infrastructure Anti Corruption Centre (GIACC), is an independent not for profit organisation which provides resources and services for the purpose of preventing corruption in the infrastructure, construction and engineering sectors.


GIACC Resource Centre

The GIACC Resource Centre is a web-resource which provides free access to information, advice and tools designed to help stakeholders understand, prevent and identify corruption. Resources include:

  • Detailed analysis of what is corruption, why corruption occurs, how corruption occurs, why avoid corruption, liability for corruption, and cost of corruption.
  • Examples of corruption
  • Anti corruption programmes for governments, funders, project owners, companies and associations
  • Project Anti Corruption System (PACS)
  • Anti corruption tools: claims code, contract terms, corporate code, due diligence, employment terms, gifts and hospitality policy, procurement, reporting, rules, training, transparency.
  • Advice on how to deal with corrupt situations
  • Information on anti corruption conventions, indices, surveys, forums and initiatives.

GIACC’s Anti Corruption Services

GIACC provides the following anti corruption services:

Design and implementation of anti corruption measures: GIACC advises on the design and implementation of government, corporate and project anti corruption measures.

Assessment and certification of anti corruption measures: GIACC provides independent assessment of the adequacy of government, corporate and project anti corruption measures and, where appropriate, provides independent certification of such measures.

Compliance monitoring:  GIACC provides independent anti corruption compliance monitoring. This may be required by an organisation to satisfy itself of its on-going compliance, or may be required as a condition of a no-prosecution or similar arrangement.

Anti corruption training:  GIACC provides anti corruption training resources and services.

Anti corruption advice:  GIACC advises on corruption related issues.

Who can benefit from GIACC’s resources and services

GIACC’s resources and services are provided for the assistance of all stakeholders in the infrastructure, construction and engineering sectors, including governments, project owners, funders, contractors, consulting engineering firms and suppliers of equipment, materials and services.


GIACC’s Objective

GIACC’s objective is to promote the implementation of anti corruption measures as an integral part of government, corporate and project management.



GIACC’s policy

GIACC’s policy is to promote change in the future. It does not seek to cast blame on any particular group of participants in the sector for the existence of corruption. It does not investigate or report on allegations of corruption. Nor will the names of any organisations or individuals accused or convicted of corruption be listed on this web-site. However, GIACC does provide links to the web-sites of numerous other organisations, and these other web-sites may contain these details.


Advisory Council


GIACC has formed an international Advisory Council to advise on how the GIACC network can achieve its objective, and how the GIACC Resource Centre can be improved. The Council comprises both GIACC representatives, and individuals who:

  • have significant international standing; and
  • have extensive experience in the infrastructure, construction and engineering sectors; and
  • have made a significant contribution to fighting corruption in the infrastructure, construction and engineering sectors.

Alliances

GIACC has formed anti corruption alliances with several international, regional and national organisations.  Under these alliances, GIACC and these organisations agree to work together in the infrastructure, construction and engineering sectors “to promote the implementation of anti corruption measures as an integral part of government, corporate and project management”.

GIACC affiliates

GIACC is developing an international network of affiliates. These will be independent not for profit organisations which will be registered in their country of operation. They will be called “GIACC - [Country name]”. They will promote GIACC’s objectives within that country, and will co-operate with other members of the GIACC network.

GIACC’s international headquarters are located in England. However, GIACC operates internationally.
